Innovative Aviation Services, Inc. (IAS) is a small business that specializes in consulting and technical support to the Department of the Navy, defense aerospace industry and other customers providing essential products and services in support of our National Defense.
IAS has provided analytic and program management services as both a prime contractor and first-tier subcontractor for over twenty years. IAS is incorporated in the state of Virginia and primarily conducts operations in the National Capital Region. IAS is headquartered in the small town of Newnan, Georgia, but is also registered and licensed to do business in the state of Georgia. IAS headquarters is located at the Newnan Coweta County Airport (KCCO). That site also hosts the corporate flight department.
IAS has a portfolio of corporate experience specializing in Navy financial and program management support services across a customer base that includes multiple organizations within the Naval Sea Systems Command, Chief of Naval Operations Staff (OPNAV), Headquarters, U.S. Marine Corps, Commander, Navy Installations Command (CNIC), Naval Air Systems Command (NAVAIR), Navy History and Heritage Command (NHHC), and the Defense Aerospace Industry. The majority of the IAS portfolio revolves around the application of resourcing to operational or acquisition requirements in the major investment areas that include recapitalization of forces, modernization to retain warfighting relevancy, and sustainment of operations. IAS is best known for its support to the Navy in application of the Planning, Programming, Budgeting and Execution (PPBE) process.
A Service-Disabled, Veteran-Owned, Small Business, IAS entered the Navy program support product area in April 2004, conducting business/financial and PPBE support for the Director, Air Warfare on the Chief of Naval Operations Staff, as the head of business management and POM development for Aircraft Carriers and Air Traffic Control programs (OPNAV N885). Subsequently, IAS has grown in size and reputation, emerging as a premier source of Navy financial and program management expertise and support to the DoD acquisition community.
In October of 2006, IAS was awarded its first prime contract with the Navy as providers of financial management, cost analysis and POM development support to the Director, Programming Division, OPNAV N80. This office carries the ultimate responsibility for the Navy’s financial plan as represented to OSD and ultimately to the President of the United States. IAS is now also a prime contractor in the Assessment Division, (OPNAV N81), the Expeditionary Warfare Division, (OPNAV N95), and the Integration Division (OPNAV N9I). IAS was the largest, small business presence on the OPNAV staff.
IAS also provided comprehensive analytic and programmatic support to CNIC in Navy airfield and air operations readiness, including allocation of resources to support organic and commercial services. This effort in support of CNIC Headquarters and Regions worldwide, serves to optimize investment and best meet fleet requirements. IAS provides program management in support of appropriated funds allocation for Navy fleet week and air shows, to include public works, security, and other essential infrastructure required to meet this vital component of the Navy’s outreach and strategic communications programs. IAS also currently supports major defense acquisition programs for Aircraft Carrier and Naval Aircraft programs, and as a prime contractor at NHHC, and was involved in the Navy’s commemorations management for events such as the Centennial of Naval Aviation, 200th Anniversary of the War of 1812, and 150th Anniversary of the Civil War as well as deep research in Navy historical archives to increase awareness of our Navy heritage to our Sailors.
